Choose the wisest city

I used to pay attention to how many graduates lived in a city. I chose Austin three years ago, partly because of the high education level here. While it's easy to figure out the "smartest" cities, maybe it's harder to figure out the "wisest" city.
One could look at happiness measures, like well-being, life evaluation, and emotional health. This site, for example, provides a handy map displaying how each congressional district stacks up. (via SarahQB)
But even that doesn't seem sufficient. Because, I would want to live in a place where their happiness was instructed by wisdom, and not by plumb luck, such as being by the ocean. That to me, would be the smartest choice.
